In stochastic process in probability theory, instead of dealing with only one possible 'reality' of how the process might evolve under time, there is some indeterminacy in its future evolution described by probability distributions. This means that even if the initial condition (or starting point) is known, there are many possibilities the process might go to, but some paths are more probable and others less.

Multiplicity shall unfold indiscreetly.

b-In the first place, the boundary between architecture and law enforcement is further eroded
a possible genre of architectural anti-heroes as intelligent buildings alternately battle evil or become its pawns. The sensory system of the average office tower already includes panoptic vision, smell, sensitivity to temperature and humidity, motion detection, and, in some cases, hearing. Some architects now predict the day when the building's own Al security computer will be able to automatically screen and identify its human population, and, even perhaps, respond to their emotional states (fear, panic, etc.). Without dispatching security personnel, the building itself will manage crises both minor (like ordering street people out of the building or preventing them from using toilets) and major (like trapping burglars in an elevator).

The question that rises, is whether the process has reached such autonomy, that actually transcends the need of the subject and the object, to carry on its perpetual flow.

can he believe whether the object of his vision exists or not?

the watcher simulates the eye of the beholder, so I guess it is a valid question, or rather a matter of pre-experience choice.

who is he/she that is exempt from the a ct of being watched

I think the watcher is his own watcher, the one that cannot be watched/surveilled, directly, but leaving signs for the watched to be and felt seen.
